Academy City. 2.3 million inhabitants. 80% of the students are active in the "Brain Development Program" and out of those only 7 are Level 5s. Meet the civilian protagonist Mikoto and her friend Kuroko, maintainers of peace and order in the university district. Kuroko is a member of "Judgement".

Well, well, well. This anime is surely interesting, after all, it had suspense... and because of that, i just watched it all in one day! Everything that happened in this anime happened for a reason, and that's why the story got a 10 from me. Everything was just building up till the End, which i won't spoil to you dear reader.
Now, let me tell you, there are some confusing lines through the story, hence, it's sci-fi. And the big baddies of the series are fun to watch, And Misaka Mikoto, the heroine of the series, is also comedic. Well... I'm jumping all over the place here, so i'll get my facts straight and give a decent review here.
Like the introduction to the anime said, The story takes place in a district of Metropolitan Tokyo, Academy City, and 80% of the population (which is around 2,000,000.... by the way) also happens to be students. And out of the big number of people, 7 of which are classified as level 5, the highest known level (currently), and there are mad scientists out there trying to create someone who breaks the borders of Level 5 and become a monster, a Level 6. But right now, that's out of the question. What's really nice about the story here is that most of the elements aren't there just because they look cool, in reality, everything builds up. This story is unlike some other series out there, where the author forgets his original plot and invent something new, in other words, the story doesn't build up. So, basically, NO ONE IS FORGOTTEN (except by me, i forget characters, hehe)! (Yes, i know i repeated myself, I just had it coming, you know? I'm energetic)... There's one thing that makes the story hard to follow, and that's all the scientific words and weird stuff they say. But if you can understand everything just fine, it makes the story a real treat.
Ohh yeah, i forgot, the people are classed like this: Level 0 means you haven't got any powers, Level 5 means you're full of it, and if peeps mess with you, you just might get burned, deflected, shocked, bombed... , ... etc... hmm...? (does nullifying any power that comes towards you count as level 5...?)
Now, moving on. What happens when you mix a normal girl with a lesbian-like pervert, who seems to be in love with the normal girl? Tons of funny happenings.... right "onii-sama"? Yes, this is the fan service of this anime. But lemme tell you about the characters. Misaka (Lvl.5) is the normal girl, you can see in the anime... she wears shorts under her skirt because of --> (continue reading). And there's Uiharu Kazari (Lvl.4), she's the pervy one, and she teleports, which means that every night around 9, she takes a peak at Misaka. Then there's Shirai Kuroko (Lvl.1), she shy, and she's not the boldest, but when necessary, Saten Ruiko (Lvl.0) grab her skirt, and show her underwear to everyone. These are the main characters, but there are some other characters, but I'm too lazy to name em all. In the end... (I'm getting lazy here), they all add up and create a good-ass group.
Alright, now, for the technical stuff (more over, the boring stuff). Animation, i loved it... can't rank, I'm no animator. Sounds, over all, i think they were great, it sure did add to the powerful suspense in some shmizz-dropping scenes.
Alright, overall, in terms of the goodness... I LOVED IT! But i want more :| I really enjoyed it, i also enjoyed the lolis and fan service parts, but ohh well, who am i to say, I'm a guy, not a gal, so whaddya expect? And, just keep a keen eye and brain, because you're gonna need it for some major understandment of the story.

Now, for the non-anime related stuff, THE ENCODE. Well, i though it was great myself but the size could have used some work. Over all, it was all crystal clean and the and the sound wasn't filled with noise.
